My dad wanted to purchase a portable “air conditioner unit”

A few years ago, my dad called me plus told me about this good portable air conditioner system that he wanted to get, then apparently, he saw an ad on the internet for the component that promised to cool down any space in 5 minutes… I thought this sounded too good to be true, especially after he told me that it cost less than $100, most portable air conditioner systems cost hundreds of dollars, so you can understand why I was so skeptical about this device.
